Liberia CAP 2012 workshop


 The 2012 national CAP workshop for Liberia took place in Monrovia on November 17-18 and gathered humanitarian actors of UN agencies, international and national NGOs, representatives of Government ministries and donors.

The welcome and introduction speech was given by the Head of OCHA Regional Office for West and Central Africa, Mr Kazimiro Rudolph Jocondo, who welcomed the participants and stressed the importance of the Consolidated Appeal Process as a strategic tool used by aid organisations to plan, implement and monitor humanitarian activities together. He highlighted that Cote d’Ivoire is ahead in the CAP process and is about to finalize its own CAP. It is therefore necessary to align Liberia CAP with Cote d’Ivoire CAP. He finally informed the participants that, despite the impossibility of the Liberia CAP to be included in the Global CAP Launch done by the ERC Valerie Amos in December, there will options to bring visibility to the Liberia CAP through the organisation of donors briefing in Geneva and a local launch in Liberia.

The Humanitarian Coordinator, M. Moustapha Soumare, then took the floor, thanking Honorable Minister for Internal Affairs and representatives of the Government of Liberia, members of the donors community and humanitarian actors for their continued engagement and shared commitment to 2012. The HC acknowledged the government for its leadership of the response to date, and thanked the donors, in particular, for contributing much needed resources towards this response. The HC stressed how the CAP will allow strengthening humanitarian response in 2012 through the development of a strategic framework for coordinated and inclusive programming, and prioritization of humanitarian needs of refugees and Liberians, taking into consideration lessons of 2011.

The Minister of Internal Affairs, Hon. Harrison S. Karnwea, thanked the humanitarian community for the assistance provided to the Ivoirian refugees and Liberian hosting communities under the leadership of the Humanitarian Coordinator and in close coordination with the Government since the beginning of the crisis. He highlighted the key role of the Government in welcoming refugees and stressed the importance to sustain our common efforts in 2012 through a coordinated strategy. In that sense, the Consolidated Appeal Process (CAP) will enable the humanitarian community to agree on a common strategy and support the Government in responding to humanitarian challenges in Liberia, especially in the 4 counties affected by the refugee influx. The Minister then officially kick-started the CAP workshop.
